iOS 4.3 Might have been delayed- Releasing on 28th?

As there were so much rumors about the Release of iOS 4.3 on 14th February but looks like iOS 4.3 is not yet ready for the Public. Now free access to the new iPad news publication The Daily has been extended beyond the original two-week trial period, pushing the free access window out to February 28th. Could this mean that Apple will release iOS 4.3 (which will bring support for the in-app recurring subscriptions to be used by The Daily) on 28th of this month?

For all those who don’t know The Daily app relies on in-app recurring subscription which are said to be part of iOS 4.3. What this means is that The Daily cannot charge customers for recurring subscriptions until and unless Apple releases iOS 4.3 to public.

The extension of free trial for The Daily suggests that iOS 4.3 is not ready yet for public release and we will have to wait more.
