We'll start with tethered Jailbreak.
Tethered Jailbreak:
Tethered jailbreaks are frustrating because they require a computer connection to boot a jailbroken iOS device. The concept of a tethered jailbreak has been around a long time, but essentially it means this: every time your iPhone or iPod touch reboots(you’ll get stuck on the Apple logo) or the battery dies, you have to connect (tether) your iOS device back to your computer so that the hardware can boot with the aid of the jailbreak application.
Untethered Jailbreak:
Untethered Jailbreak means no frustration you dont have to reboot your iPhone or iPod Touch every time it turns off or battery dies. It just work as an normal device but jailbroken.
SemiTethered Jailbreak:
A semi-tethered jailbreak is a new concept which somehow sits in between the two above. SemiTethered Jailbreak basically requires your device to be Tethered Jailbroken and then it helps you in a way that once your device turned off or battery dies you would have no choice other than rebooting with Redsn0w(connected with computer). So in this state SemiTethered jailbroken device will get into semi-functioning state where you can use apps such as Call or SMS untill you get back home and reboot it again with redsn0w.
Tethered Jailbreak vs Untethered Jailbreak vs SemiTethered Jailbreak:
Everyone knows the most useful Jailbreak is Untethered Jailbreak and we've explained above why is that so. Everytime Apple release a new iOS version you have to first Tethered Jailbreak your device because there's no Untethered Jailbreak available for sometime until iPhone Dev Team release it.
So if your Device is tethered Jailbroken you should definitely use SemiTethered Jailbreak because some times in unfavorable conditions it gets really handy like if you're not home and your device got turned off then wont be able to reboot but if you've semitethered Jailbroken device you would be able to reboot and use SMS or Call feature.
There are simple few steps to SemiTethered Jailbreaking your iPhone, iPod Touch and iPad you can see the Guide here.

tethered is always better because....1)it is safe2)the apps downloaded from cydia or installous or any other application that is from cydia work when rebooted unlike tethered or semi-tethered jailbreak
